Masha Allah but we need this spirit all year and help and feed the needy. Why people put shoes near there head better put on there side and then pray.

They did not get time to park their cars on the side, never mind their shoes!
I think it's an emergency jama'at situation with a few people starting and other people driving joining in.
Having a load of shoes/slippers on the side on road like that may make it difficult to find also, so simply convenience I'd say.
