Terms & Condition of Haj for Applicant by Private Tour Operator
S.No. Terms
1 First step of Haj Intendor is to check the list of "Approved Tour Operator"
2 Visit the different tours among the approved list
3 Fix the terms, condition and price and accommodation food etc. according to requirement
4 Fill up a form (provided by PTO)
5 In case first time Haj performer yellow form to be filled.
6 In case if repeater pink form, in case repeating after 5 years green form
7 A repeator is who is performing Haj first time after adultry, Minor Haj is not countable.
8 One form can be filled for a Family Max. 8 pax with details of each pilgrim with full passport details.
9 Pilgrim has to choose at least 2 options of PTOs with authority to Ministry to decide.
10 A PTO will be qualified if minimum 50 pilgrims recommend, less than 50 for any PTO will be disqualified
11 Any PTO exceeding 250 reccommendation, will not be allotted 251st quota and the next form will be allotted to option 2 PTO
12 All forms must contain Original Passport and draft of Rs.27500/- in Tresury A/c. per pilgrim
13 Rs.2500 will be kept as Processing Fees
14 Rs.25000 will be transferred to PTO at the final stage after visa stamped on applicant's passport.
15 In case of cancellation after visa stamping Rs.25000 will be forfietted by Tresury A/c.
16 Tresury will transfer Rs.25000 to PTO on presence of Hotel Booking
17 Cancelleation after visa stamping will abolished the particular quota.
18 Cancellation before visa stamping will transfer the quota in Applicant's waiting list with the same PTO.
19 Rs.75% of Rs.25000/= will be refunded for cancellation before visa stamping on presence of Genuine Reason on cancellation like death or medical ground or any other natural calamities
20 Balance 25% will be transferred to PTO on presence of booking made.
21 Any cancellation will be accepted for submission 60 days prior to first flight of Haj.
22 Price, facility, accommodation, food and all services offerred by Tours operator has to be mentioned in prepared form / brochure by PTO in advance
23 Applicant who fails to make full payment prior to 60 days of Haj first flight to PTO will be automatically cancelled.
24 On acceptance of application with particulart PTO, the appliocant has to submit receipts of payment to Tresury and make direct payment to PTO.
25 PTO has to co-operate and assist in all formalities in application process to applicant.
26 First Come First Served Basis will be applied during the process.
27 Rs.27000 will be refunded to rejected application and Rs.500 will be non refundable.
Terms & Condition of Haj for Private Tour Operator
S.No. Terms
1 A PTO has to submit the file with required criteria fixed by MEA to become eligible as Approved Private Tour Operator.
2 All last year Approved PTOs will be automatically approved in the Approved List on submission of Haj 2011 details in the manner of documentary of Hotel Booking Payment, Ticketing Payment etc.
3 Tresury A/c. will be sorting Yellow form on First List
4 2nd round will be for green forms.
5 Pink (repeated) forms will be processed only if PTO quota remain balance.
6 If less than 50 forms received for reccommendation, the PTO will be disqualified for the year 2012.
7 A PTO will be allotted maximum 250 quota.
8 PTO has to help in filling up the form to applicant.
9 PTO has to give FIRST preference to first time Haj Intendor to avail of maximum quota.
10 Other than standard brochure, forms may be enclosed a separate letter by PTO with details of extra charges for extra ordinary services like separate rooms, Non Shifting accommodation, VIP Tents etc. and that will be considered with No Objection.
11 The enclosed letter must contain signature of Applicant also.
12 50000 quota will be fixed for PTO
13 Yellow application received more than 50000 will be considered in lottery system divided by each PTO as per ratio.
14 If a family (blood relation / spous / grandson / son / daughter is repeating to carry the family only 20% of repeated applicant of 80% first time haj perfomer will be allowed in same family.
How and Who will process forms transparently

1 All India Pilgrims Association or any other Social / Legal Organization will be responsible to handle the form acceptance with entire transparency
2 The organization must not have any member of any PTO
3 The organization must not have any relation with any PTO Association
4 The organization must have all Muslim Members with no business of Travel Industry.
5 The organization must work with social intention with no profit or loss.
6 Processing fees of Rs.2500 will be for the expenses of the Organization.
7 Ministry of Extrenal affairs will publish a notification inviting the organization with their proposal containing their intension, their social back ground, their infrastructure and a complete proposal on this project.
8 The organization will have to submit Indemnity Bond accepting all conditions of MEA and be responsible and chargeable for any corruption under prosecution.
9 If no organization step ahead, the MEA will itself handle with co-ordination of existing Haj Committee with separate counters and staff provided by Govt. Of India.
10 There will be NO VIP quota.
Process of Application and Quota Allotment
S.No. Terms
1 Firstly issuing the list of Approved PTO and name and address of the organization in all States by MEA.
2 There must be at least 3 counters for yellow form and one counter for green & pink forms
3 There will be declared date of about 30 days duration to submit the form.
4 One person can submit 2 forms at a time by Que.
5 Every form will have a Barcode and the same will be scan in computer at counter and automatic serial number will be genrated on each counter related to each other computer so that first come first servce basis will be transparent
6 All forms will be accepted during these 30 days.
7 After completion of 30 days, the form will be checked and sorted as per the reccommended tour name.
8 Each PTO will have a Unique ID provided by MEA while issuing approved list, this Unique ID will be easy for system entry and count the numbers of reccommendation for each PTO
9 Firstly only Yellow forms will be processed. If 50000 yellow forms received, green & pink form will be instantly rejected.
10 More than 50000 yellow forms will be kept in Waiting List against Cancellation.
11 Any forms contains name of a PTO who is being reccommended by less than 50 applicant, will be disqualified and all forms will be processed for Option 2, if option 2 is also having some status the application will be instantly rejected.
12 Results will be out within 30 days of process start. The PTO will be provided information of their allotted quota
13 PTO will have to step forward for Hotel Booking, Ticketing, Visa Process & other formalities.
14 On completion of everything by PTO, the PTO will be provided the original passport.
15 On visa stamping, the PTO will be paid Rs.25000 by Tresury A/c.
16 In case if an applicant does not make payment to PTO, Rs.25000 will be given to PTO on complaint and investigation.
17 The applicant has to make entire payment to PTO once result is out and visa will be stamped on passport only after receipt of full payment and this will be responsibility of a PTO
What are the benefits of this Proposal?

3 The first time Haj performer is first rightful and will be practical.
4 The PTO who charge extra money for visa will not be able to do so.
5 The visa seller, who have not operated tour yet will not be reccommended by applicant.
6 The pilgrim will get reasonable price to perform Haj
7 A pilgrim is a customer and all the fundamentalist rights of a customer will be practically provided to the customer.
8 Visa selling will be completely finished.
9 The PTO's eligibility, performance, price wise reasinablity will be disclosed by the reccommendations of the public
10 Distribution of quota will not be based on technical criteria and will be according to performance and services reccommended by the public.
11 MEA will not be blamed for quota distribution or corruption.
