Masoom if in shariah terms is those who can't even think of commiting sin let alone commit one like the angels and Prophets of Allah Alimighty

Where as Mahmmoz are those who have the capability of commiting a sin but as protected by thier creator, Allah Almighty

Now a days in our terminology these words are used for children and any one who we see as good. But the shariah definition is as above.

And Allah and is his Messenger knows best.
